Optiarc DVD + RW AD-7717H ATA doesn't recognize disks

Dell Inspiron N3040 [Amin Note: Service Tag Edited per TOU policy], O/S Windows 7 SP1.

I want to make sure that I need to replace the DVD + RW on my Del Inspiron N3040.  I ran the Hardware Diagnostics Customize test for the CD/DVD device.  it passed the built in self test (Test All)  first hardware test but the confidence test returned an error message, "No disk or cannot read from the disk inserted in your drive.  You must insert a disk containing data such as a software installation disk if you would like to try again.  Would you like to try again?"  I  had inserted the Dell installation disk when I started the test but went ahead and inserted another installation disk.  I got the same "No disk..." error.  I ran the Read Test and the Seek Test and received the "No disk...." error message.  The DVD is reported in BIOS and Windows Explorer.  Windows Explorer shows the DVD as drive D: but returns the "Insert Disk" error.  The Device Manager lists the DVD and Properties reports the hardware under the General tab, "This device is working properly."  The DVD Region is correct, The Driver is reported and the latest update is already installed, but the Volumes tab reports "No media."  I deleted the Upperfilter and Lowerfilter files in the Registry, rebooted and it still doesn't recognize a disk.

Is there anything else I should check or should I purchase a new DVD player?  Please advise.
