Secondary HD not available until reboot

I have a Dell Optiplex 7020 with a 500GB HD in Sata 0 with disk operation set to ATA.  I have purchased a second HD that is a Seagate 1TB SATA drive and connected it to Sata 1.  The CD-Rom is on Sata 2.  Anyways, the new HD is not visible in disk management or my computer when cold booting the computer, even though the computer comes up fine except for the fact that the HD light runs constantly.  If I reboot the computer, everything is visible and completely operational, including the hard drive light.  I have tried a different Seagate 1TB (but same model) drive and get the same results.  I have tried both Seagate drives in a 790 Optiplex model and have had no issues with the cold boots.  So I tried a smaller, 160GB HD in the 7020 from cold start and it came up fine.  I have reset the BIOS to the defaults, but cold booting with these seagate drives still does not display the drives until I do a warm reboot.  I have checked for firmware updates for the drives and made sure the Dell 7020 has the most recent BIOS update.  What other things could I be missing?
